This authoritative project was developed and completed with input from a large number of experts in the field. At the August, 1998, meeting of Commission III.2 it was approved for publication in Pure and Applied Chem.

A provisional document has been prepared and distributed for review. The public comment period will end 31 Oct. 1999.
